Every COP produces a "landmark pledge" and every year global emissions go up anyway. I'll believe it when there's an actual enforcement mechanism with teeth, not before.

Whatever this bill says on paper, the agencies enforcing it have shown zero appetite for nuance in the past. That track record is what I'd judge it on, not the text.

Different policy domains with completely different constituencies and cost structures though — not sure the comparison actually tells you much beyond "these are different issues."
