Price controls on drugs sound great until the pipeline of new treatments dries up because the margin that funded R&D is gone. This has played out before, it's not a hypothetical.

Every developed country with negotiated drug pricing still somehow has a functioning pharma industry, so I don't think that trade-off is as automatic as it's presented.
